A new hank or skein of yarn needs to be lightly unwound from itself and the ends separated. To do this, unwind the ends of the hand that has a double loops. The opposite end will only have a single loop.
Be sure to leave the paper band in place, is this will hold the cut pieces together as you pull yarn.
